A billionaire's assets, not just their annual income, are the target of California's Proposition 40. KTVU FOX 2 San Francisco's report lays out a proposal for a one-time 5% tax on individuals and trusts with assets exceeding $1 billion.
The segment drew about 124,000 views in its first 14 hours, already far beyond the channel's usual first-day audience for Shorts. Its central question has consequences beyond the people receiving a tax bill: would California collect more from enormous fortunes, or lose future revenue if wealthy residents and businesses leave?
Supporters argue that billionaires have accumulated vast wealth while paying relatively little income tax. The report carries a statement from SEIU-UHW's Suzanne Jimenez criticizing billionaire spending against the measure. On the other side, California Business Roundtable president Robert Lapsley argues that the proposal would discourage business creation. "They'll go to other states to start their companies and grow jobs, and we will lose all of that," he says.
A graphic illustrates the proposed tax's reach, placing Mark Zuckerberg and Jensen Huang at the top of its estimated bills. Those are projections, not taxes already owed.
Nor does approval of Proposition 40 alone settle the question. KTVU explains that competing Propositions 41 and 42 could nullify the billionaire tax under conflicting ballot conditions, and notes Governor Gavin Newsom's opposition to the proposal.
