A photograph of supporters can show strength, but it cannot guarantee a secret vote. That is the complication political commentator José Maria Trindade identifies in Rogério Marinho's campaign to become president of Brazil's Senate.
Brazil's Jovem Pan News reports that members of the Liberal Party (PL), Novo and a faction of Progressistas (PP) are preparing a show of support for Marinho in Brasília on Tuesday. Reporter Beatriz Manfredini says four of PP's six senators are expected to support him, despite their national leadership backing the reelection of Davi Alcolumbre, the Senate president and a senator for Amapá.
Trindade's analysis looks beyond those declared alliances. He says President Luiz Inácio Lula da Silva is negotiating with party leaders, while the secret ballot gives senators room to depart from their publicly stated positions. His warning is that the contest is about control of Congress, not simply the prestige of its top offices.
For the PL, he argues, defeat would mean losing important committee positions and influence for the following two years. Manfredini also explains the judicial stakes: Marinho's right-wing supporters want to advance impeachment proceedings against Supreme Federal Court justices and subject Lula's judicial nominees to tougher confirmation hearings.
The report places those Senate negotiations alongside talks over the lower house. It says the PL could support another term for Hugo Motta, the Republicans politician who heads the Chamber of Deputies.
In its closing section, the broadcast turns to Senator Flávio Bolsonaro's statements from the United States. An on-screen banner highlights his declaration that he regrets nothing he has done. Trindade criticizes his departure from Brazil and what the commentator describes as the Senate's passivity toward judicial pressure on its members. His position is that the chamber should either defend its senators or expel them, rather than leave their status unresolved.
