Medical clothing, an ambulance and several days of observation: Kyrylo Budanov describes what he says were preparations for a deliberate provocation surrounding a disputed building in Petropavlivska Borshchahivka, near Kyiv.
Speaking to Ukraine's Television News Service (TSN), Budanov, the head of the presidential office and former military intelligence chief, says the woman who first publicized material about the building had watched the site with a driver for at least three days. He says she wore a medical uniform and that an ambulance had been purchased.
Budanov also says questioning revealed photographs, correspondence and contacts on her phone with Telegram channels that widely circulated the material. He presents these details as evidence of a planned action. The clip does not establish her motives: he lists personal gain, self-promotion and activity against the state as possibilities being examined.
The interview concerns the woman whose footage brought attention to the building at the center of clashes in the Kyiv suburb. Budanov confirms that she has been detained.
But he also cautions against explaining the unrest solely through alleged provocations. His closing argument is that the incident revealed real tension in Ukrainian society and problems that need to be addressed.
