Tennessee family seeks accountability over bodycam arrest footage
A report posted by LOCAL 12 follows a sister's account of her brother's injuries and a federal excessive-force lawsuit.
Why this story? The video opened at a pace of 38,026 views a day, 54 times a normal first day on this channel (708).
Bodycam video at center of force complaint against deputy
Tonya McCarver recalls a doctor telling her that her brother, Edwin Congdon, had 12 broken ribs. Bodycam footage of his arrest is now central to a federal excessive-force complaint featured in a report posted by LOCAL 12.
The NewsChannel 9 report pairs that footage with McCarver's account of caring for her brother, who has schizophrenia. She describes his earlier interactions with local law enforcement and says he spent days lying on a jail floor before his injuries were diagnosed.
The footage shows an encounter with a Grundy County deputy and Congdon being tackled to the ground. The federal complaint alleges that he was also punched twice. McCarver's concern is both what happened during the arrest and what her brother endured afterward.
Attorney Robin Flores says the lawsuit seeks $1.5 million for Congdon's pain, suffering and the deprivation of his civil rights.
The upload drew about 35,000 views in its first 20 hours, far beyond LOCAL 12's usual first-day audience for regular videos. Its title, "Bodycam video at center of force complaint against deputy," puts the recording at the center, but the report also gives space to the sister describing the consequences for her brother.
