An animal shelter in Nailly, in France's Yonne department, says repeated abandonments have left it without even a spare emergency kennel. Its director, Coralie Chameroy, describes the pressure after two dogs were thrown over the property's perimeter barrier days apart.
France's TF1 INFO follows Rouky, a three-year-old Spitz found injured and huddled after being thrown over the gate. Shelter employee Justine Burté recounts discovering him during a Sunday shift. A frightened Jack Russell terrier was subsequently left in a similar way.
The report includes a telephone confrontation between shelter president Fabrice Grilly and Rouky's owner. Asked about throwing the dog over the gate, the man explains that the shelter and town hall were closed on Sunday. The report also says he refused to pay the shelter's €50 surrender fee.
The segment presents abandonment as a criminal offense carrying penalties of up to three years in prison and a €45,000 fine. Grilly condemns treating animals as disposable objects, while Chameroy shows other abandoned dogs and explains that every kennel is occupied.
The video is titled "😮 Des chiens jetés par-dessus le portail de la SPA !|TF1 INFO," meaning "Dogs thrown over the gate of an SPA animal shelter." Despite the shelter's capacity crisis, it closes with a specific prospect for Rouky: the report says he is due to be adopted.
