Who said it, and to whom? The title answers only half. It gives the speaker as Kennedy and puts the line in quotation marks, and that one line was enough. Seven hours after it went up, the clip had passed 230,000 views.

For C-SPAN, that is a very different start. Most of its uploads spend their first day with a crowd of a few thousand. At this pace, the Kennedy clip is heading for a first day about seventy-seven times that. The channel has had several quick openings lately, including President Trump's Canada trade remarks and his Iowa steel announcement, and this one has pulled furthest ahead of the usual.

The title is all there is to go on. It does not say which hearing or debate the remark came from, or who was on the receiving end. C-SPAN's usual business is long, unedited coverage of Washington, so a clip built around a single blunt sentence stands apart on its own channel.
