Control of Spain's Senate would give the People's Party and Vox more than influence over legislation. Their electoral pact aims at a three-fifths majority, allowing them to nominate four Constitutional Court judges without negotiating with the Socialists, Spain's public broadcaster RTVE Noticias reports.
That institutional goal is the central detail in this explanation of the agreement ahead of the November 29 election. The conservative People's Party, known as the PP, and far-right Vox are coordinating candidacies across 31 constituencies, with parties giving up places or withdrawing candidates in selected contests.
Reporting from PP headquarters, Jara Laliena explains the arrangements. Mario Adell follows with Vox's assessment from its headquarters. According to the report, negotiations began after the parties were surprised by an agreement between Prime Minister Pedro Sánchez's Socialist party, the PSOE, and the Frente Amplio, or Broad Front.
The two parties present their cooperation in different terms. PP Secretary-General Miguel Tellado describes it as protecting the center-right's Senate majority against what he calls the radical left. Vox leader Santiago Abascal portrays the concessions as a patriotic gesture made for Spain.
Sánchez uses the pact to challenge the distinction between the parties. Speaking at a rally, he argues that voting for PP leader Alberto Núñez Feijóo amounts to voting for Abascal, pointing to their agreement as evidence. The report also shows criticism from left-wing politician Enrique Santiago.
The final section turns to a consequence of candidate selection within the Socialist camp: Francisco Martín's resignation as the central government's delegate in Madrid after being excluded from the PSOE's electoral lists. Transport Minister Óscar Puente responds that politicians cannot welcome being selected but become angry when they are left out.
