Why wasn't Flávio Bolsonaro stopped at the border? That is the question Brazil's federal police leadership put to its regional chief in Paraná, according to Brazil's CNN Brasil, as investigators reconstruct the senator's departure for the United States.
Public security analyst Elijonas Maia reports that officials in Brasília demanded an explanation from their counterparts in the southern border state. The local response turns on a distinction between retaining someone's passport and preventing them from leaving the country: Brazilian citizens can enter Argentina using a national identity card, and, according to the officials Maia cites, there was no judicial arrest order in place.
Bolsonaro, a senator representing Rio de Janeiro and a member of the Liberal Party, is the son of former president Jair Bolsonaro. Maia says investigators are examining who provided logistical and political support for his journey abroad.
The report describes a suspected route through Paraná or Santa Catarina into Argentina, followed by a private-jet flight to the United States. In the studio, presenter Elisa illustrates the geography on a map, marking the area where Brazil, Argentina and Paraguay meet. The precise crossing remains part of the investigation described in the broadcast.
Maia also reports that federal police leaders are considering asking the Supreme Federal Court, Brazil's highest constitutional court, to freeze Bolsonaro's assets and bank accounts over what they describe as a breach of an order requiring the surrender of his passports. This is a possible request, not an announced court decision.
A request for pretrial detention is being treated cautiously by investigators, Maia says. His explanation returns to the point raised by the regional officials: the passport restriction did not come with an existing arrest order.
