European representatives could travel to the venue, but would not be invited to the negotiating table, Russian presidential aide Yuri Ushakov says in a television excerpt featured in Ukraine's 24 Channel (24 Канал).
Presenter Oleksii Dushka uses the remarks to examine disagreements over possible talks involving Ukraine, Russia and the United States. Ushakov, Vladimir Putin's foreign-policy aide, dismisses European participation while uncertainty remains over the meeting's timing.
The October 29 review displays a report attributing a November 4 meeting in Abu Dhabi to Poland's prime minister. It also shows Ushakov declining to confirm a date. Those competing statements do not establish that a meeting has been agreed or canceled.
Dushka begins with a Financial Times report about President Volodymyr Zelenskyy's willingness to consider security guarantees for Russia. As presented in the broadcast, Zelenskyy makes ending the war a prerequisite, rather than offering unconditional assurances. The presenter also examines Zelenskyy's comments to The Sun about vulnerabilities in Russia's centralized system.
A separate Russian television excerpt shows Communist Party leader Gennady Zyuganov opposing agreements with Zelenskyy and arguing that events at the front will determine the outcome. This is Zyuganov's position, not an announcement of a negotiated settlement.
The review then turns to reports that Chinese refiners are reducing purchases of Russia's ESPO crude and seeking supplies from Africa and Brazil because Russian oil has become more expensive. Although the video's headline frames this as a decision by Xi Jinping, the segment presented concerns refinery purchasing, not a documented personal order from China's leader.
The final sections examine China's Shenlong spaceplane and potential threats to Starlink, followed by a report about a Turkish intelligence operation and suspected sabotage. These are presented as security concerns and suspicions, not proof that an attack on the satellite network has occurred.
