Students and people stopped on Moscow's streets are being caught up in covert military recruitment raids, according to rights-group reports presented by journalist Alexey Dushka on Ukraine's Channel 24 (24 Канал).

In his October 28 news-analysis video, Dushka cites the group Idite Lesom, which helps Russians avoid military service, and displays reporting from The Moscow Times. He describes similar operations in Omsk and other Russian regions, presenting the accounts as evidence that coercive recruitment extends into the capital rather than remaining confined to places farther from Moscow.

The distinction matters: the segment concerns reports of people being taken into the army, not an announcement of a new nationwide mobilization. Although the video's title attributes an urgent order to Vladimir Putin, the account presented centers on reported raids and recruitment practices.

Before reaching that subject, Dushka examines what he describes as an overnight drone and missile attack on the Novolipetsk steelworks in Lipetsk, a major industrial city southeast of Moscow. He presents the attack as a blow to strategically important Russian industry and argues that its political significance reaches the Kremlin. That assessment is his analysis.

The diplomatic section turns to proposed three-way talks involving Ukraine, the United States and Russia in Abu Dhabi. Citing Polish Prime Minister , Dushka says the talks have been rescheduled for November 4. He then discusses a roughly hour-and-a-half telephone conversation between Putin, Finnish President and Norwegian Prime Minister Jonas Gahr Støre. These are diplomatic contacts, not confirmation of a meeting between Putin and Ukrainian President Volodymyr Zelenskyy.

The closing segments move to a Moscow forum. Footage shows Russian Foreign Minister reacting as journalists leave, before Dushka examines Putin's proposal for an OPEC-style grouping of gas exporters. Putin's accompanying warning is that attempts to exclude Russia from the global gas market would have serious consequences.
