Vladimir Putin has said Volodymyr Zelenskyy could travel to Moscow for negotiations and would be provided with security, according to an account by Russian presidential foreign-policy aide Yuri Ushakov carried by Ukraine's Channel 24 (24 Канал).
The short report traces the diplomatic exchange through several leaders. It says Polish Prime Minister Donald Tusk reported that Finland's President Alexander Stubb and Norway's Prime Minister Jonas Gahr Støre spoke with Putin after consultations with Ukraine and the United States.
According to Ushakov's account, Stubb and Støre told Putin that Zelenskyy wanted to speak with him directly. Putin responded that the Ukrainian president could come to Moscow and that all necessary conditions, including security, would be provided.
The video presents that account as text over photographs of Putin and Zelenskyy, rather than footage or audio of the conversation. It reports a Russian offer of a venue, not an agreed meeting, and includes no Ukrainian response to the proposed Moscow visit.
