Another ring of air-defense towers has been built around Vladimir Putin's Valdai residence, according to a Russian-language report presented by journalist Alexey Burlakov on Ukraine's Channel 24 (24 Канал).
The report describes defenses extending roughly 50 kilometers around the residence, with the additional ring passing through the Khotilovo airfield. An on-screen caption refers to more than 50 air-defense positions. Burlakov compares the concentration around the presidential property with the protection around Moscow, making the allocation of Russian defenses his opening subject.
The broadcast then turns to prospects for ending the war in Ukraine. In archival briefing footage, Kremlin spokesman Dmitry Peskov says the issues under discussion could become subjects of peace-settlement efforts, while declining to discuss details publicly. The remarks offer no specific agreement or ceasefire timetable.
On Ukraine's domestic preparations, Burlakov outlines decrees concerning all-around defense planning for cities, updates to national security strategy and mobilization rules. The program then moves abroad: it reports on Serbia's parliamentary election following mass protests, showing a concession attributed to Aleksandar Vučić and a caption crediting the student movement with about 52 percent of the vote.
Other segments examine France's expanding role in European nuclear defense and fighter-jet strategy under President Emmanuel Macron, followed by North Korean military movements near the South Korean border and film-related cultural links with Russia.
The epidemic referenced in the video's title is HIV. Citing October surveillance figures from Rospotrebnadzor, Russia's public health agency, the report says 27 Russian regions have reached a generalized stage of the epidemic. It describes that classification as involving HIV prevalence above one percent among pregnant women and transmission extending beyond higher-risk groups.
The final segment contrasts reports about Russian Black Friday retail discounts with State Duma deputies' declared wealth, naming Leonid Simanovsky as the wealthiest deputy in the comparison.
