Ukraine's revised rules for shielding essential workers from mobilization will distinguish strategic importance from an employer's economic standing, according to a brief report by Ukraine's Channel 24 (24 Канал).
The report attributes the statement to Prime Minister Serhii Koretskyi. It says many businesses entered the list of critical enterprises because of their salary levels and absence of tax debts. Koretskyi's stated aim is to separate those economic qualifications from the question of whether a business performs a critical function.
The distinction matters because critical-enterprise status allows employers to secure mobilization deferments for eligible workers, keeping them in civilian jobs rather than immediately available for military service.
According to the on-screen message, Koretskyi says energy and defense-industry workers should not worry: he expects 90 to 95 percent of them to receive renewed deferments. That is an expectation attributed to him, not confirmation that renewals have already been granted.
The Short presents a static photograph and written statement over tense music, with no spoken remarks. It does not set out an implementation date, an application procedure or what will happen to workers at other businesses.
