"The room for manoeuvre wasn't what I would have hoped it to be," Andy Burnham tells ITV News, acknowledging that his first Budget as prime minister was less radical than he wanted.
Speaking to investigations editor Daniel Hewitt at "10 North" in Manchester, Burnham points to asking banks to repay help and payments to households as measures his government has delivered. But he also acknowledges differences with the Labour manifesto he inherited from Keir Starmer: "Would I have written it exactly like it is? Well, no, is the answer."
On welfare, Hewitt presses him about cuts. Burnham says he does not want people in their twenties on benefits, while resisting commitments to arbitrary savings figures. His argument is that harsh reductions can leave people in crisis, rather than resolve the problems keeping them out of work.
The clearest commitment concerns the election timetable. "No election in 2027. I said that really, really plainly yesterday," Burnham says. He wants to set out a ten-year plan first. In the studio discussion afterwards, Hewitt interprets his position as ruling out an election before 2028.
Burnham also says he and Starmer have exchanged messages and maintained a good working relationship. The interview previews ITV Tonight's Burnham: Inside The First 100 Days, airing on November 3, which follows his arrival in Downing Street, debut at Prime Minister's Questions and preparations for the Budget.
