was opening his remarks with Ronald Reagan's criticism of Cuban communism when members of Cuba's delegation stood and began loudly protesting, banging objects on their desks. The president appealed for calm. The interruption became a direct exchange.

"You cannot silence me, and you cannot silence my colleagues," the US ambassador told the Cuban delegation. As a delegate approached the podium, Waltz demanded that he back away, and the president suspended the meeting.

Forbes Breaking News' recording drew roughly 277,000 views in ten hours, an unusually fast start for its regular videos. But the upload contains considerably more than the shouting exchange highlighted in its title: after the session resumed, both delegations continued arguing their positions through repeated procedural interventions.

Granted a point of order, the Cuban representative accused Waltz of lying and insulting the dignity of Cuba's government and people. The president returned the floor to Waltz while reminding delegates that points of order must concern procedure.

Waltz went on to display photographs that he presented as evidence of luxury enjoyed by Cuba's political elite, contrasting it with hardship among ordinary Cubans. Later, the Cuban representative challenged him again and called for the United States to allow travel to Cuba. Waltz rejected the description of US restrictions as a blockade, pointing to American exports and international shipments to the island.

The recording follows his remarks through to his appeal for member states to vote against Cuba's resolution. Shouting and chanting then broke out in the balcony as he left the podium, drawing another demand for order from the president.
